Conditional rules

These rules apply only when the condition fits your product.

• If the item (or an attached part) is a toy, i.e. has play value for a child 12 or under: 16 CFR part 1250
• If the item (or an attached part) is a toy, or it is a child care article for ages 3 and under: 16 CFR part 1307
• If product has paint, ink, or a similar surface coating: 16 CFR part 1303

Notes

Children's books are children's products. CPSC has determined paper and CMYK process printing inks do not exceed lead limits (16 CFR 1500.91(d)(5), (d)(6)), so a plain paper book printed in CMYK may need little or no lead testing. Spot-color inks, coatings, laminates, plastic or metal parts, and attached toys need testing. Books with play features may be toys. Consultant should confirm CPSC's current enforcement position on ordinary books.
