Scope
GCC list: Ban: unstable metal refuse bins (for consumer use) that do not meet the stability criteria in 16 CFR 1301.5.
CPSC footnote [1]: for banning regulations, the Commission provided guidance on which bans require certification (78 FR 28080, pp. 28082 and 28090).

- The rule is on CPSC's list of rules requiring a General Certificate of Conformity.
- The rule is not on CPSC's third-party testing list, so testing by a CPSC-accepted lab is not listed as required for children's products under this rule.
