Low confidence

Our data for this rule is marked low confidence and is waiting for review by a compliance consultant. Treat it as a starting point.

Scope

GCC list: Dive sticks and similar pool articles; they are banned under 16 CFR 1500.18(a)(19) unless they rest underwater at more than 45 degrees from vertical (1500.86(a)(7)) or keep a compressive force under 5 lbf (1500.86(a)(8)). Continuous circular shapes (dive rings, disks) are exempt.

Third-party testing list: Dive sticks and similar articles (exceptions from the FHSA ban in 1500.18(a)(19)).

Listed on the CPSC GCC page, but the CPSC eFiling citation code workbook (Dec 18, 2025) marks 1500.86(a)(7)/(8) as CPC only. The FHSA ban sits in 16 CFR 1500.18(a)(19), the section on toys and other children's articles, so most dive sticks will need a CPC and third-party testing.

Certificate and testing

  • The rule is on CPSC's list of rules requiring a General Certificate of Conformity.
  • Third-party testing by a CPSC-accepted lab applies for children's products, with a Children's Product Certificate.
  • Lab accreditation scope paragraph: 16 CFR 1112.15(b)(13).
