Likely requirements for adult clothing and textiles for clothing
Certificate type
General Certificate of Conformity (GCC)
General-use products need a GCC. It must be based on a test of each product or a reasonable testing program, which can be done by any lab, including your manufacturer's.
Third-party testing
Not required by CPSC
You can rely on your own or your manufacturer's testing, as long as it supports each rule you certify.

Notes for this category
Wearing apparel must meet 16 CFR 1610. CPSC does not enforce the certificate requirement for adult apparel made only of fabrics exempt from testing under 16 CFR 1610.1(d) (81 FR 12587). Hats, gloves up to 14 in, footwear, and interlinings are outside 1610. Almost all CPSC-flagged apparel HTS lines are children's or infants'; the few adult ones are scarves and shawls.
